It is addressed to Mr Jule Chelstrom 18 St and 16th Ave Moline Ill  and it was mailed in September of 1910.

Dorothy Levona Chelstrom grew up to become the wife of Nathan Guy Thompson. Looks like she was about six months of age when that photo was taken. She was born in Henry County, Illinois, on March 22, 1910, and died in 1973 at Rock Island County, Illinois. She and her husband were buried back in Henry County, according to their Find A Grave memorial #66559934, but I can't tell whether they had any children.
